With reference to my Despatch No. 84 of the

23/08 17th. March, 1917, I have the honour to inform you that Mr.--

Michio Kaku, Acting Consul-General for Japan recently came to see Mr. Ponsonby-Tane, my Private Secretary, and asked him to convey to me an offer of the Japanese Community to assist in any manner thought desirable in the defence of the Colony. I caused an expression of my thanks to be conveyed to Mr. Kaku and informed him that the Police Reserve, which is the only possible form of service, was up to strength and that considera- -time of organisation, staff, and space forbade any enlarge- -ment of the force.
